Neither.
They are stored in a system (MI) index object.
Second, as Lukas points out, they are hashs (one-way encrypted values).

In the old days (S/38), they were stored in plain text and could be
viewed with the DSPUSRPWD command. There was a system value to enable
user/password sign-ons (the default sign-on was was password only !)
which then encrypted the passwords with DES. These could be decrypted
using a key (timestamp) also stored in the index entry.


Is there an IBM link that discusses this information somewhere on their web
site?
