My file also has the V3R1M0 as the first entry. We are V5R4. If I try to
change that file directly using DBU, it says I am not authorized. But, I did
just add an entry through the work with screen. Here is what the authority
looks like on my system.

When I look at my pf, I also see a dummy line for address V3R1M0. This is
for both of my machines and they are V5R1 and V5R3. If nothing else, enter
one of them thru the command and see what happens. Sounds strange.
