I must be dense today, I still don't understand. I put the same channel on
both AP?


No, put the same ESSID and security settings on each one. Put them on
different channels; using only 1, 6, or 11. Since you have only two, you
need not be concerned with where they are located. With over 3 (and thus
the need to reuse channels), you try to lay out the locations so range
overlap is only on discreet channels and two APs using the same channel are
far enough distant so that a client could only see one of them.

The signal strength never changed. I took that to mean it was not scanning
for another AP.


Like I said, I don't know network scans are the issue. I'm just offering it
as a potential reason to see that type of pause and resume activity -- or so
I've heard.
