I think you're getting some things mixed up.

If you're a company, you probably have a volume license agreement with
microsoft (with or without software assurance - doesn't matter in this case).
The volume license agreement for operating systems is a bit special - you can
add newly bought OEM machines to it - and for newer OSes, you get a downgrade
right.

So you can install Windows XP on your Vista Business machines - no business
should use machines as they get shipped by dell, you should preload them with
your company internal OS image, which is preconfigured correctly and part of
your volume license agreement.

You only need to buy Windows XP if you do not have a volume license agreement
(might happen if you're a small company with less than 10 employees), or if
you're working with (*shudder*) end user versions like Vista Home Basic/Premium
or XP Home. You should never do the latter anyway, because most business
applications are only certified for the professional versions.
