If no sort specification is given for the FMTDTA request, then data
will still be combined, but I have never read the rules for ordering
without sort; for relational access, order would be undefined.
There aren't any rules. The results of using FMTDTA without sorting are
not guaranteed to be in FIFO order. My experience with tagalong sorts
is extensive and I can say that in general, you get FIFO results. I
believe I have had records placed out of FIFO order in the past though.
If this were my task, I'd use OVRDBF MBR(*ALL) if I had to process all
the members, and CRTLF if I had to process a subset. If I had to
process a dynamic subset, I'd write a utility to do the CRTLF.
