So, it sounds like a shared file in COBOL acts more like an implicit
export/import or a shared dataspace - correct?

No. The OVR simply shares the ODP and therefore affects the meaning of
"read next record" etc. but if program A reads a record and calls
program B
- B will not "see" the record without taking steps to read it.
