SQL can even do that (access a program-described physical file):

CRTPF TESTFILE RCDLEN(32)
STRSQL
INSERT INTO TESTFILE VALUES('One')
INSERT INTO TESTFILE VALUES('Two')
SELECT * FROM TESTFILE

Not pretty to use, since you'd have to SUBSTR it out the gazoo to do anything useful, but SQL can access it.
