Thanks for that. The authorities were set the same as yours. I've tried
changing (temporarily) *PUBLIC to *ALL and I still get the same error.

Check the authorities on the files QATMHINSTA and QATMHINSTC in both
libraries QHTTPSVR and QUSRSYS. Although, if you are using QSECOFR and he
has *ALLOBJ, object level authority should not be the issue. On my system
those objects simply have *PUBLIC *USE authority and are owned by QSYS.
