DrFranken is out on Holiday (It's spring break around here) but I'll
take a stab at it. :-)
Yes it could be the batteries. Pull them out and verify 12v each. There
are four of them in two pairs. *waytoomany screws to remove but that's
life, get your 7mm socket and your drill/driver! If they are weak let
the fan spin for a day (charging is going on then) and see if they're
better.
It could be that UPS down there. I have spares if it's dead. Not likely
though, the good Dr has only blown up one. OK iGor blew one up too but
hey they weren't using them like IBM says! Disconnect the short (1ft)
cable from the back of the UPS to the bottom of the CEC area. If you get
220v out the PDU plugs in that case the UPS is likely OK and I'd be
looking at the Power Supply for the CEC.
If it's the power supply (and I'll just bet it is) yer gonna need onea
them. I have no idea how to check it. Does the thing have four power
supplies or just two? Me thinks the 2061 didn't have a way to have four
of them. (Remember only one is on the left side the other three are all
on the right side) If there are four you can swap the top one on the
right for the one on the left to see if that fixes it. If there's just
one of them I got those laying around too. As I recall replacing that
isn't trivial but with the drill driver it's not terrible either.

What I know...
She's an old gal, but worked fine back in December. Found a bunch of old
drives, and got V5R3 running and then unplugged her for the holidays.
What works...
When I plug in the 220V line into the power supply, the fan on the supply
spins. Had the facilities guy check the power/cables/etc, everything is
hot.
What doesn't...
No green glowing LCD control panel. Nothing happens when you press the big
white button.
Going thru the Problem Analysis, Repair and Parts, I could have...
Bad batteries
Bad UPS/power supply
Bad control panel
Looking for any clues or tips. I can probably come up with replacement
batteries, but my fear is that it is something more than that and I'd be
throwing bad money after bad.
