550 Library DELETEME already exists..

This doesn't really solve the problem, but.. maybe you could try doing something like this, instead:

quot CRTL DELETEME

This invokes FTP's CRTL (Create Library) subcommand instead of issuing a generic remote command using RCMD. Maybe the messages that come back from that will be more meaningful?
