Arrgh.  I got the answer from Zebra.

For the Set Darkness command I was using ^SD when it needs to be ~SD.  The
other commands were working, but I was only checking the darkness setting
because it's the first one you see when entering Setup mode.

In the future, I need to do a better job of RTFM, or get glasses.  How many
years have I been doing this now?
