The way I look at it is:
You can put V5R4 iSeries Access for Windows on your PC and attach to an i5 
running V5R3 of OS/400.
As far as putting V5R4 of iSeries Access for Windows on to your i5 server 
still running V5R3 of OS/400, I wouldn't think that would be a good idea. 
It may help to start upgrading all those clients that have their update 
set to it, and run the "Check Service Pack" on a regular basis, however, I 
would believe that it would confuse the PTF process.

So, I might upgrade the PC's first, (if I felt inclined), and I'd closely 
follow the recommendations for any Operations Console shops.  But I don't 
think I'd put V5R4 of iSeries Access on the i5 server until I upgraded it 
to V5R4 of i5/os.
