had to IPL for autoconfig to create it.  That was on V5R1 but I notice
3580 doesn't exist in CrtDevTap on V5R2 either.

I was hoping to not have to IPL.  We'll see.  My ever so faulty memory 
tells me that the system will create the resource for this drive if it 
doesn't already exist - for some reason it's not doing it, but I'm not 
sure.  If it's supposed to, then I guess it means that it's no longer 
looking "configurable" to the 400 for some reason.
