I would try to IPL the I/O processor...
First, use "wrkhdwrsc *STG" to find the related I/O processor resource and
make sure you can IPL it without affecting your production.(for example, if
the tape driver is the only device attached to the I/O processor, you
should be fine...)
Then, go to SST --> 1. Start a service tool --> 7. Hardware service manager
--> 2.  Logical hardware resources (buses, IOPs, controllers,...) --> 1.
System bus resources --> Find the related I/O processor and do a "6=I/O
debug"  --> 4. IPL I/O processor

We've got an OEM external tape drive whose resouce description came up
missing after an IPL.  We've tried turning the unit off and on,
disconnecting the cable, no effect.  Is there any way to get the drive's
resource to list again other than an IPL attempt?

If it makes any difference, it's a 730 on V5R2.
