I did a little searching.  All I found when searching IBM for
+query +management +facility +iseries
was "DB2 QMF Distr. Ed. for Multiplatorms, Websphere (5724-E86)" (spelling 
error was IBM's) at
http://www-304.ibm.com/jct03002c/software/data/qmf/sysreqs.html
Of course, if you try to take that link you'll get the usual "Our 
apologies... the page you requested cannot be displayed".

According to the OP, WebSphere is the kiss of death due to hardware 
requirements.
