User data is fine on this system. I want to refresh the Lic and the OP
System along with Licensed programs. More like an upgrade of V5R3 over
V5R3. I don't want to do a scratch install. My SAVSYS (option 21 backup)
is not complete for the IFS objects only. So my thought is to upgrade 5.3
over 5.3.

You should have lots of stuff missing. SAVSYS saves very little (albeit,
some very important stuff). However GO SAVE 21. Entire system Saves a lot
more.

What were you hoping to do, restore all licensed programs from that backup
system, but no user data, programs, etc and initialize a new system?

Refreshing V5R3 Lic, OP sys and Lic Pgms

I have an LPAR that was restored from a backup V5R3 SAVSYS. The are some
objects and IFS entries missing that were evidently not on tape..

Can I refresh this system from CD's for V5R3M0 Lic, OP sys and Lic Pgms
over
this V5R3 system, could I just follow the procedure to upgrade the system
from GO LICPGM option 5. Then apply the current Cum and PTF's Group's?
