I suppose it's possible that the Ops Nav GUI is incorrect and shows some
default value rather than the actual value. I see that the PTF did in
fact install the correct rule. It's just that it shows the wrong times,
dates in the Ops Nav GUI for that rule.  I guess I'll wait until the
second Sunday in March and see what happens.

That PTF was actually put on this weekend (*TEMP) but didn't seem to fix
the problem so I'm going to apply it permanent and see if that does it.
The Ops Nav GUI is worthless for this. It allows you to make the change
and you think that you are done, but in truth, it didn't do anything.

The worst kind of programming.
