It hasn't exactly been the slowing down that gets me, though that can be irritating. It's usually the systems with multiple interactive subsystems that don't quite have their WSE's properly set that cause confusion.
If two subsystems are started in sequence without a delay that guarantees the first completely finishes allocations before the second is started, and if the two are capable of allocating some of the same devices, then there's no way to predict which subsystem will get the common devices.
Allocation happens in some sequence. The first SBS gets a few devices down its list while the second STRSBS command is being executed. Then the second SBS starts running through its list, a little behind the first but now running concurrently.
You can see the allocations jumping between them if you watch. IIRC, the last SBS allocation that gets run for a device determines which SBS gets the device.
