It makes a difference, for sure. Here's what I tried on the PC command
prompt:

Ping 10.10.11.1

Reply from 10.10.11.1

Then...

Ping 010.010.011.001

Reply from 8.8.9.1

I think I found the problem but I'm not sure why.  The problem actually
happen on TELNETing or socket thru program.

It work if I do telnet 10.219.001.249
It does not work if I do telnet 010.219.001.249   

Notice the leading 0 on the second telnet.  Does leading 0 actually have
effect on ip address?
