It's likely a firewall issue. Either or both network firewalls may be restricting ports. Since you didn't mention a port number, I assuming your socket connect is NOT to port 23, telnet. In other words, port 23 is allowed and the port you are trying to connect to is blocked. Look into firewall configurations on both networks.
