It won't work any better in other versions of Windows or the OS it's what
VT100 does.

As far as the keys are concerned you can make it work but it's not pretty,
try doing a DSPVTMAP when you telnet from a Windows command prompt it will
show you the keys to use.

There is also a SETVTMAP and a CHGVTMAP command but neither AFAIK are
persistent when you quit telnet.

All these command do *not* work form a regular 5250 session.
