Unattended IPL not running -- MIDRANGE-L

I have a schedule set for unattended IPL's and as far as I can tell the
system is not being IPL'd. The only evidence I have is that the program
QSTRUP was last used well before any of the dates in the On/Off
schedule.

I have verified that QSTRUP is the start up program. Is there anything
else I can check that would prevent an unattended IPL from running?
