This is strictly my personal opinion, but I do not think that SYSFUNCS and
other catalog files are part of system cross-reference files.
So RCLSTG will not do anything for them.
These views are installed in QSYS2 library with the product 5722SS1 option
1 Extended Base Support.
I would check the QSYS2 library and the status of 5722SS1 option 1.

I would guess that as it wasn't delted by the RCLSTG then RCLSTG wouldn't
recreate it. Have you tried restoring an old copy from a backup and then
rerunning the RCLSTG *DBXREF?
