Starting in V5R3, QUTCOFFSET becomes a read only system value. It is automatically set from the system value QTIMZON. (IMHO, QUTCOFFSET was never thought out thoroughly. IBM didn't even document it properly, in the beginning.) in the past when there were issues with backups. The service provider we use has a fair number of other iSeries

including other global companies. They themselves have multiple facilities and teams of staff, not just a couple of individuals. At least one of their technical staff monitors this list and replies
