dlo vs ifs security

I have a folder in QDLS and another folder in ifs where I store data files. These folder are locked down by an authority list as follows: 

PUBLIC *EXCLUDE
STADM *RWX
STUSR *R

I map a drive in Windows to each folder as user STUSR.
In the DLO folder I can delete files but in the IFS folder I am stopped (as designed). 

Is this a bug?  Is this documented somewhere as a shortcoming of DLO?
