Yes.

Use a holiday calendar that has a schedule attached. No dates need to be 
on the holiday calendar (they may be, but not required); the attached 
schedule can be created to exclude the last working day or calendar day of 
the month.  You will need the OpsNav plug-in to do all this. Get all the 
Adv. Job Sched PTFs, as I helped get some PTFs for this pushed through in 
the last year.
Green screen option 16 will confirm if you have it right or not.
