Just for my clarification, can you explain why you're going through the CTE
gyrations? A simple select distinct or select group by should satisfy Mike's
request.

select * from loyd/mike
PREMISE  SEQ   METER
   X       1   9,999

select distinct premise, meter from loyd/mike
PREMISE  METER
