Oh, I missed the QTCP user.  I believe there is a way to secure port used 
by telnet from the outside.  If you have that intentionally left open and 
people are trying to hack in I find it odd that there are no invalid user 
or invalid password messages in QSYSOPR or QSYSMSG.
