Oh heck, you'll NEVER get SQL to create a keyed physical, Jeff.  SQL just
doesn't understand the concept.

That still doesn't do it.

No data is in the new file.
No key on the new file. (access path is ARRIVAL)
File level ID and format level ID different.

I think I'll stick with CRTDUPOBJ.  It's actually simpler than what this
is
turning out to be.
