I have done some further investigation regarding the object changed
date...

I used DSPOBJD to *OUTFILE, then used WRKQRY selecting ODLDAT (object
changed date) equal to '091806' and sorted by ODLTIM (object changed
time). I included all *FILE object types from a single library.
Here shows the first four entries:

Since many files in the library are journaled, I used DSPJRN, starting
receiver *CURRENT to display the entries. *CURRENT works well here
because IPL has generated a new receiver.

Coincidence??? The change times match exactly with the I/O. But... Try
to explain or understand why the objects are considered changed at all.
The journal does not contain entries for the change, as it would if the
CHGPF or CHGPFM command were used.
This does not happen to all the files in the library. There are 143 PFs
and in library CMRESF used on 09/18/06 and only 67 of them show changed
on 09/18/06. 58 of the 67 are journaled.

Does anyone know why native objects would get a changed date recorded
during IPL?

Each week during IPL a few native files get recorded as changed. I have
already reviewed the startup program and determined that it is not
changing them.
This issue cases negative reactions to occur in a change management
system. I hope it can be understood and resolved soon.
