Unfortunately, these files are not journalled. I thought of doing so to
identify the job that changed them. Any other ideas before I try to
journal them since I will have to get dedicated files in a 24/7 process?

We really don't want to journal some of these files because the are, for
the most part, log files and produce a large amount of I/O.

Does anyone know why native objects would get a changed date recorded
during IPL?

Each week during IPL a few native files get recorded as changed. I have
already reviewed the startup program and determined that it is not
changing them.

This issue cases negative reactions to occur in a change management
system. I hope it can be understood and resolved soon.
