They are on the same subnet. We are trying to ping by address. If so, check the PC's routing table, maybe its default gateway is pointed at the wrong place, or it just needs a route added. You could just do 'ROUTE PRINT' on the problem PC and one on the same subnet without a problem and see if there are any differences. Of course none of this matters if they are on the same subnet.
