However, the PC can ping every other system on its subnet and all the other PCs can ping the AS/400. The AS/400 does not have any trouble pinging other PCs ---- You say 'subnet', are the PC and AS/400 on different ones? If so, check the PC's routing table, maybe its default gateway is pointed at the wrong place, or it just needs a route added. You could just do 'ROUTE PRINT' on the problem PC and one on the same subnet without a problem and see if there are any differences. Of course none of this matters if they are on the same subnet. You don't mention if you are trying to ping by IP or host name?
