DBSC - Query and DSPPFM different?

I am working witha customer who is having some issues
converting DBCS spooled files into PDF/Text Files.

They are using CCSID 935 on the machine.

When they copy a spooled file to a PF using CPYSPLF and
view it with DSPPFM, they don't see the chinese characters
(just garbage where they should be)

When they use WRKQRY and query the file, they chinese
characters show up fine.

What would cause this problem? 

This is really just step one of trying to convert this to a
Stream File and retain chinese characters.  I posted on
this before but we never did get it worked out.
