http://www.ihocquery.com could do this for you.  It wouldn;t be completely
automated, but at once a quarter I don;t think it would be such a burden.
Basically, it would go like this:

1) Run a select statement from the Access database.
2) Export the grid to a Dump File, targetting iDB2.
3) Connect to the iSeries. Open the dump file and press F5.

You would need to do this for each table you want to move.  It's not the
fastest in the world, but it comes in handy for moving data from other
platforms to the iSeries.
