I was afraid of this when I couldn't find any documentation.

I know I can use a runtime defined data structure with a stored
procedure returning a cursor; but it requires an HLL program to use it;
I was hoping to be able to use the table returned in a query manager
query. 

Are there any other ideas on how I could do this?

AFAIK, you can't define the returned table structure at run time.  It
must be defined when the UDTF is created.
