FYI, the result is a Link loader failure, no way to fix it. Must reload
microcode/OS/PTFs. IBM spent lots of time in SST collecting data to prevent
this from happening in the future. I'm not the first, either.

IBM needs to VPN into system to see what is going on. Easier 
said than done.
Something about insufficient storage space allocted (don't 
know why, the
system has max memory and lots of free DASD). LIC apply PTF 
code failing on
B side causing IPL to fail. A side IPL works but can't apply any PTFs.
Heading out of town for a few days, so either next week IBM 
will VPN and
figure it out, or more likely we will reload LIC and OS.

Installing V5R3 CUM 6178, IPL failed with B600 0201 (LIC 
exception). On the
phone with IBM, may require reinstall of LIC and OS/400.
