What do you mean by that part? Something where you can't change the log
of those thing that have occurred? I assume using journals on the files
won't work for some reason?

Roll your own? A _SIMPLE_ change management system isn't that hard to
create. Check-in/check-out and _SIMPLE_ source/object promotion can be
rolled rather quickly. Add in _SIMPLE_ project tracking and you'd be all
set. Did I say _SIMPLE_ often enough?
