IFS vs QDLS authorities



I have a folder in QDLS that is secured with an authority list:

*PUBLIC     *EXCLUDE

When I map a drive with that user in Windows they can delete files.

Is this an issue with IFS vs QDLS authorities?

How can this be accomplished?
