Yes, the other FTP connection is SSL encrypted (the FTP commands actually are identical with the exception of the directory and "GET" filename) but runs on Unix rather than the problem FTP, which runs on a mainframe. Do you think Unix vs. mainframe introduces variables which contribute to this problem? Is your other FTP that uses Sterling Software also SSL encrypted? The issues raised by your technical contact are only related to SSL FTP, and won't have any impact on standard FTP.
