I'm guessing that the mail server you mention is your ISPs? 

I may be way off, but the problem could be that
your iSeries isn't authenticating itself to your ISPs SMTP server, 
which would almost certainly be required to use it to relay mail
from outside their network. (i.e. your iSeries IP)

I don't have the slightest clue how to do that on the iSeries though.
We have our iSeries forward to an internal Exchange server, and it does
the forwarding outside our network. Really simple to set up authenticated
connections on that box, but not much help here.
