Did you also display the outqueues using WRKOUTQ on a green screen or just use the iNav GUI ?

If the latter, the likely explanation is that when changing the attributes of a spool file the GUI is attempting to simulate what the iSeries outqueues will look like after the operation and forgetting some steps.

I can drag and drop either one into another outq and regardless of which
one I drag and drop the "Printed and Kept" one stays in PRT01 and the
"Held" one shows up in the second outq.

I can also delete either one of them and they both go away.

This is really odd.
