I would have sworn that to be true in a tightly controlled internal environment until recently. Where I set up all the machines and always set RTVNETA to be equal to the tcp/ip name. Until we split out a division and they have their own domain (but still on our internal network). Now I have to TELNET theiri5.theirDomain.com, well, I did for awhile anyway until the cisco kid got the dns configured right (now if I can just get him to fix the dns for their development lpar).
