If the battery IS expired (i.e. WRKDSKSYS then F11 shows DEGRADED) then cache is not in use and you are safe for sure.

If the battery is ALMOST expired then yes a normal power down is supposed to flush the cache. Every CE I know however says "Force 'em dead" to be *SURE that no data exists in the cache. This comes to them from Rochester. If Rochester is telling them to do that, then I'M doing that too. Have I had problems? Nope, and I don't intend to!!
