The program listed in the system value QSTRUPPGM is not just called when 
the system is IPLed.  Read the help on that system value.  It is also 
called whenever the controlling subsystem is started.  Therefore if you go 
into restricted state and then issue a STRSBS QCTL (or QBASE depending on 
your system) it will run that program.
