For starters, RSTLICPGM is shipped with *PUBLIC *EXCLUDE. We have instructions for a QPGMR install, but oftentimes customers don't want to go through all the manual steps (do this, go have QSECOFR do that, do some more, go have QSECOFR do that, and so on).
