I appreciate your discomfort in parsing a spool file.  That's probably why 
you are looking for
Retrieve System Values (QWCRSVAL)

Alas, it does not support *all.

One thing cool on the spool file is that it does a nice job of flagging 
system values that are different than the defaults.  Granted, the defaults 
have changed from one release to another.  Therefore one that gets flagged 
as changed from the default on V5R4 may have been the default in V5R3 and 
now you are wondering who changed the sucker when the answer is no one - 
it stayed the same; it's just not the default anymore.
