I recently had a similar problem, it involved being unable to backup certain IFS objects because the system thought they were "checked out" even though they weren't. I opened a PMR with IBM SupportLine and they recommended that I download and apply PTF SI19287. After doing this the issue I had with "phantom locks" on IFS objects has gone away.
