I think you order it all.  Now, I wonder if you use Electronic Delivery at
http://www-03.ibm.com/servers/eserver/support/iseries/news/eswdelivery.html
if it will create one binary file for each CD.  Just download the LIC one. 
 Then you could just upgrade LIC from image catalog.
