In fact, it came out in V5R1 to be used only for OS upgrade. Its function was enabled with PTFs. V5R2 and higher it's free to be used for any/all purposes and came bundled in base OS. In V5R1 you can only name the catalogs QUPGRADE1, QUPGRADE2, QUPGRADE3. V5R2+ you can name them anything you want. It's really a fantastic feature - can't imagine doing an OS upgrade without it. PTFs, OTOH, tend to be a pain in the tailside and I'd prefer to spin through CDs or use iPTF. -- Justin C.
